E-bikes are booming in Germany. They are environmentally friendly, fun, and often replace cars. But first-time buyers in particular are often unsure: Do I actually need a driver's license to ride an e-bike?

The short answer is: For 95% of all e-bikes: No.

But there are important exceptions for faster models. We explain what applies in Germany – simply and clearly.

1. The normal “Pedelec” (up to 25 km/h)

What we refer to as an "e-bike" in everyday life is, legally speaking, almost always a pedelec (Pedal Electric Cycle).

  • The rules: The motor has a maximum output of 250 watts and only assists you when you pedal , up to a maximum speed of 25 km/h .

  • Driving licence: No, you don't need a driving licence.

  • Legal status: The pedelec is equivalent to the bicycle.

    • No license plate required.

    • No insurance obligation.

    • Helmets are not mandatory (but recommended!).

    • They are allowed (and often required) to use cycle paths.

    • Minimum age: None (recommended from approx. 12-14 years).

2. The fast “S-Pedelec” (Up to 45 km/h)

These bikes are designed for commuters who want to cover long distances quickly.

  • The rules: The motor provides assistance up to 45 km/h and may have a maximum power output of 4000 watts.

  • The driver's license: Yes, absolutely!

  • Which driving licence? You need at least class AM (moped licence).

    • Good news: If you have a regular car driving licence (class B), class AM is automatically included.

  • Legal status: The S-Pedelec is a motor vehicle (light motorcycle).

    • Insurance plates are mandatory (approx. €30–60 per year).

    • Helmet use is mandatory (a suitable helmet is required).

    • Cycle paths are prohibited! You must ride on the road.

3. The “real” e-bike (rides without pedaling)

There is a rare category of bicycles that can be ridden using a throttle, without you having to pedal.

  • Up to 20 km/h (light moped): moped test certificate required (unless you were born before 1965).

  • Up to 25 km/h (E-moped): Driving licence class AM required.

  • Up to 45 km/h (moped): Driving licence class AM required.

The US classes (Class 1, 2, 3) do not apply here!

Be careful with information from the internet: In the USA, there are "Class 1, 2, 3" vehicle classifications. This classification does not exist in Germany . A US import with a throttle or a top speed of 32 km/h (20 mph) is usually illegal on public roads in Germany if it is not registered as a motor vehicle.

Conclusion

For the vast majority of customers, it's a breeze: If you buy a regular e-bike (pedelec up to 25 km/h) from a reputable dealer, you do n't need a driver's license, registration, or insurance . Just hop on and ride – it's that simple!

Are you planning to buy an S-Pedelec? Then take a quick look at your driver's license. If you're allowed to drive a car, you're also allowed to ride an S-Pedelec.
